PSR hires Dan Moore from the Department for Transport

The UK’s Payment Systems Regulator (PSR) has appointed Dan Moore from the Department for Transport (DfT) as its new head of strategy and intelligence.

In his new role, Moore will lead the strategy and intelligence division which focuses on understanding current and future trends in payments, both in the UK and internationally.

He joins from the DfT, where he is currently director of rail strategy and analysis, and has also previously worked at the Competition and Markets Authority.

Moore will take up his role on 15 January 2024, becoming part of the PSR’s executive team.

Chris Hemsley, managing director at the PSR, said: “Dan brings a real depth of experience in strategy and analysis, and how public policy can improve outcomes. I’m delighted to welcome him to the PSR.

“The PSR plays a leading role, domestically and globally, on areas such as tackling payment fraud; unlocking the full potential of Open Banking; and ensuring people can make payments in ways that meet their needs – be that digital or cash.”

He called payments “one of the most dynamic, influential and exciting places to be in financial services right now”.

“Dan and his team will help make sure that the PSR is outward facing and focused on the right things at the right time – gathering insight and intelligence so we can continue to deliver good outcomes for everybody that uses a payment system,” said Hemsley.

Moore will join Hemsley on the executive team, which includes the PSR’s head of policy Kate Fitzgerald.

She addressed delegates at Open Banking Expo UK & Europe on 19 October, where she said that the PSR sees a “real opportunity to develop Open Banking payments” beyond the CMA Order and to enhance competition between payment systems.
